Primary Purpose
The Health, Safety & Environment Officer is responsible for providing direct support, assistance and advisory services to sites within their area of responsibility, to ensure management and workers are aware of and operate within the NORSTA and statutory HSE requirements, and to drive continuous improvement in H&S performance and outcomes.
Duties & Responsibilities
- Provide functional advice to project management to ensure compliance with regard to all relevant Safety and Environmental statutory regulations and NORSTA HSE Management System.
- Assist project sites to demonstrate visible leadership and apply knowledge to reduce HSE risk and prevent injury and illness.
- Provide direction to project management detailing HSE improvements and corrective actions where applicable and provide functional support to ensure such improvement and corrective actions are implemented.
- Support sites to conduct HSE incident investigations to determine root causes, contributing factors and corrective actions and communicate key learnings.
- Work with external parties such as health and safety regulators and Workers Compensation insurers/government agencies on case management, notifiable incidents and other applicable requirements.
- Schedule and deliver HSE compliance and operational training to employees, as required and in accordance with procedures, standards and legislation.
- Role model our values and behaviours to the business and ensure that leaders promote our values.
- Ensure the quality and timeliness of Incident data and KPI reporting.
- Work with key stakeholders to drive compliance to HSE lead activities and support the execution of safety observations, toolbox talks and other HSE programs and initiatives.
- Communicate outcomes in relevant forums (i.e. HSE Meetings, HSEQ Notice Board etc.)
- Provide functional support to project sites with the development of risk assessments and work instructions.
- Participate in planning, conducting and reporting of NORSTA Safety and Environmental audits, and assist in the preparation and completion of Corrective Action Plans.
- Contribute to the development and review of the HSE Management procedures and related documentation.
- Conduct compliance, HSE Management Standards and specialist inspections or audits at sites, work with project management to develop recommendations to address deficiencies identified, and record and communicate these. Support third party provider audits
- Maintain and develop certification to ISO 9001, AS 48001 and ISO 14001
Essential Experience
- Minimum 2 years’ experience in HSE/WHS/OH&S role.
Desirable Experience
- Marine and Shipyard operations.
- Defence background.
- Experience in either Engineering, Aviation, Construction and Maintenance industries.
Essential Qualifications
- Advanced Diploma/Diploma in Occupational Health & Safety
- Construction White Card
- Work In Confined Spaces Certificate
- Working at Heights Certificate
- First Aid Certificate
Desirable Qualifications
Essential Skills
- Expert knowledge and understanding of WHS principles and frameworks, including work, health and safety legislation and codes.
- Demonstrated experience providing WH&S strategic planning, review, assessment and ensuring compliance to legislative and government requirements
- Experience in shipyard operations and marine environment and Defence procedures, with the ability apply procedures to the site environment.
- High level proficiency in Microsoft Office applications including Word, Excel, PowerPoint and collaboration software such as SharePoint.
- Good understanding and proficiency of IT skills.
- Strong administration, organisation and records management skills.
- Strong communicator with both strong written and presentation skills.
Desirable Skills
- Knowledge and experience in environmental principles and frameworks.
- Exposure to Department of Defence protocols

The HSE Officer will provide strong leadership, project a strong safety ethos and ensure the health, safety and wellbeing of themselves and others. Ensure that the workplace is secure and minimise environmental impacts and as directed by the Company Policies and Procedures.
Security access/clearance
Must hold Defence Security Clearance (minimum Baseline) and ability to obtain access passes to HMAS Cairns and Cairns-based Shipyards.
