Tasks
Dependent on the role, tasks to be performed can be expected to draw on the broad skillsets and activities of project / program management, including overarching program control and management, scheduling, risk and issue management, transition management and supporting activities involving financial management, costing and contract management. Activities may include:
- Development and specialist input to requirements definition
- Planning, monitoring and controlling of programs/products across the Defence Capability Life Cycle (CLC)
- Managing program organisational interdependencies
- Developing program/product strategies and plans, inclusive of government submissions such as business cases
- Conduct planning, scheduling, and estimating of work/tasks to meet project requirements
- Develop and/or assess Project Work Breakdown Structures (PWBS), Contract Work Breakdown Structures (CWBS) including master schedules
- Conduct and/or assist risk assessments including, the identification and tracking of major risks
- Develop, manage, and evaluate risk mitigation strategies
- Prepare risk management plans and documentation
- Manage capability certification
- Manage and support validation (operational test and evaluation) including development of testing material and plans
- Manage asset and data handover to end users
- Manage and/or conduct transition activities between acquisition, sustainment and / or disposal, including development of relevant transition artefacts
- Managing commercial analysis including contract evaluation, gap analysis, contract risk analysis, market research
- Managing and supporting procurement activities and development of commercial artefacts that comply with relevant legislative, policy and regulatory frameworks including the PGPA Act, Commonwealth Procurement Rules, Defence Procurement Policy Manual. For example, activities such as developing contracts, procurement strategies, endorsements to proceed, tender evaluation plans, evaluation reports, liability risk assessments, developing and leading negotiation plans and activities, and managing the procurement schedule.
- Contract management of ASDEFCON/Commonwealth Contracting Suite contracts for both materiel acquisition and support and supplies as well as software. For example, activities such as identification and management of commercial risks, processing contract changes, reviewing contract deliverables, managing contractor performance, developing delegate approvals, developing contract management plans, managing contracting changes and issues etc.
Other tasks may include:
- Leading and developing / mentoring team and client personnel.
- Coordinating project representation at key contract meetings.
- Engage and work collaboratively with stakeholders and subject matter experts across tasks
- Preparing internal briefs, approval submissions and reports.
- Participating in contract workshops and forums as required.
- Assuring compliance with contract requirements and relevant departmental procurement policies.
- Providing accurate and timely commercial advice and guidance to delegates and stakeholders.
- Other ad hoc commercial support as requested.
What we are looking for
- Essential: Be an Australian citizen
- Experience in Project / Program Management
- Experience in federal and/or state government
- Understanding and application of government contracting templates (e.g. ASDEFCON, Commonwealth Contracting Suite) and policies (PGPA, Commonwealth Procurement Rules).
- Demonstrated experience and ability to effectively engage stakeholders and manage varying stakeholder needs, constraints and objectives.
- A current or recently expired (within 12 months) security clearance certified by a Federal Government Agency at Baseline or above.
- Excellent communication skills (both written and verbal).
- Demonstrated ability to work in a team environment and integrate component works as part of a project of tasks
- Demonstrated ability to proactively identify and undertake required tasks to reach an objective
- Interest in leading others, and developing team and individual skills
