Job Purpose The Enhancements Design Manager operates as a subject matter expert (SME), supporting and managing the External Enhancements Program and project delivery (design). The Enhancements Design Manager oversees the technical and engineering aspects of the External Enhancements Team. From time to time, this position may also require project management and administrative support for projects that fall outside of the Design discipline. The position provides effective leadership and sustainable working relationships with all internal and external stakeholders to ensure site safety, quality and environment controls and risk management. Key Responsibilities • Support the prioritisation of design scope, design coordination with UGLRL delivery partners from concept through to IFC. • Lead the interface between the External Enhancements Program (including relevant design consultants), internal maintenance teams and other 3rd party stakeholders e.g. ARTC and Councils. • Manage configuration change submission to the CCB and manage all gate reviews with stakeholders as required. • Manage the execution of engineering, procurement and construction activities and adopt appropriate construction methods. • Monitor construction progress for adherence to programme, contractual arrangements, and delivery milestones to ensure they are on schedule and within quality and cost estimates and take remedial action as required. • Analyse and use document and record management, progress and project performance reporting, and compliance reporting. • Utilise project planning skills to plan work, monitor implementation and effectiveness to achieve outcomes. • Read and understand plans, review design documentation, read drawings, and provide constructive review and implementing of final designs • Coordinate and administer construction engineering activities to ensure that projects are implemented in accordance with plans, designs, and specifications. • Deliver all design projects in accordance with the UGLRL Design Management Plan. • Identify and mitigate risks prior to works commencing by communicating with and engaging relevant stakeholders to control risk and build a risk management culture. • Provide leadership and support in risk management, compliance, and auditing. • Ensure legislative, pre-contract and commercial obligations are met, including compliance with the relevant Building Code. • Ensure adherence of all work carried out on CRN managed Structures to required standards, technical specifications, applicable legislation, approvals, and standards and UGL Risk Management process. • Ensure stakeholders are actively engaged and beneficial relationships between the project and the client, subcontractors, community, and other external parties are developed and maintained. • Contribute to new business, continuous improvement, and broader business activities. Qualifications • Bachelor’s Degree in engineering, Science, Building Construction or relevant and equivalent industry experience. • Diploma of Asset Management, Infrastructure, or Maintenance Management. • Chartered Engineering Status or working towards. • Current Class 1 (Minimum) Driving License. • Minimum 5-8 years railway engineering experience in a similar role (Design engineer, Project Engineer, Senior Projects Engineer, maintenance engineer, etc) • Experience with Financial budgets, Asset Management systems Project Engineer and operational experience • Delivery of minor projects to program and budget specifications as Design Engineer Project Engineer or project manager (or equivalent).
