SprayLine Road Services (SRS) is a commercialised branch within the Network Operations Division of the Department of Transport and Planning providing road maintenance services, construction and associated civil works, bituminous spray sealing and line marking to DTP, other state road authorities, municipal councils, and private industry. SRS delivers services locally within the communities and is committed to ensuring quality, innovative and sustainable outcomes. SRS performs a key role as an internal provider to DTP, providing emergency response, maintaining organisational capability and supporting DTP in being an informed purchaser.

About The Role
This is a Fixed Term, Full Time Position until 31 December 2025
The Delivery Manager, Metro oversees delivery of all Maintenance Delivery contracted works for the Metro region, managing 3 depots and over 40 employees and contract staff, and a budget exceeding $30M. This role is responsible for financial management, stakeholder engagement and staff management and development functions, along with contract administration and procurement activities to ensure that the program of works within Metro Region achieves value for money, and delivers budgeted contribution to DTP.
The Delivery Manager, Metro is accountable for providing road maintenance services, emergency response, construction, and other associated civil works to DTP across Metro East region in line with contractual obligations and ensuring DTP fulfills the Roads Management Act 2004 obligations (including inspection, maintenance and repair of public roads).
This position reports to the Associate Director, Maintenance Delivery, and directly manages the Team Leaders across Metro region. The role works closely with the Program Managers, other Delivery Managers, and SRS Senior HSEQ and Risk Advisers, to ensure delivery against VRMC contract requirements, and support innovation of road maintenance practices to drive best practice safety and performance outcomes.

- Financial Management – Ensure value for money principles are applied in the delivery of maintenance and construction programs in line with departmental policies and governance frameworks.
- Safety – Effectively lead a safety culture and implement workplace health and safety strategies, driving accountability across teams that contributes to positively influencing employee attitudes and behaviours.

Qualifications And Experience
Mandatory
- Experience in the delivery of infrastructure capital and maintenance works.
- Experience leading and managing road maintenance delivery teams within a commercial and performance-based environment.
- Leadership experience managing geographically dispersed workforces.
- Driver’s License
- Ability and willingness to travel and work across locations within metropolitan and regional Victoria.
- Construction White Card.
Desirable
- Degree qualified in a relevant discipline such as civil engineering, project management or equivalent.
