Ontario Line South
Our team is mobilizing its design and construction crews, with major works to commence in 2023. The South Civil contract is anticipated to be completed in 2030.
The project will strengthen Ontario’s economy by supporting an estimated 1,500 jobs at the peak of construction.
What is the project?
- A six-kilometre tunnel and associated tunnelling works from Exhibition to Don Yard portal (west of the Don River)
- Stations:
- One above-ground station to be integrated with the existing GO Transit Exhibition Station
- Two underground stations to be integrated with the existing TTC Osgoode and Queen subway stations
- Four new underground stations (King/Bathurst, Queen/Spadina, Moss Park, Corktown.

Job Description
Legal departments of leading international infrastructure companies, Ferrovial Construction and Vinci Construction, seek an attorney to join their expanding team as Senior Legal Counsel: OLS – Design, Build and Finance – Ontario Line – Southern Civil, Stations and Tunnel (the “
Project”).
Reporting directly to the Project Director (PD) with a functional reporting line to in-house legal functions of Ferrovial Construction and Vinci Construction, being primarily responsible for the provision, coordination, management and reporting of legal advice and support for the Project. Delivering a proactive legal service to support the successful delivery of the Project by providing professional guidance, pragmatic advice and practical support on legal, safety and compliance issues.
Overview
Responsible for dealing with a wide range of complex legal issues including:
- Provision of good quality drafting support and advice to the procurement and other Project delivery and support functions, including preparation, review, evaluation, and negotiation of various types of documents, including reports, memoranda, correspondence, confidentiality agreements, subcontracts, purchase orders, and other agreements.
- Legal support and advice on supply chain, statutory undertakers and other third party issues and dispute management.
- Legal support on interface, health, safety, environmental and ethical compliance issues.
- Development of legal processes and procedures (to the extent required for the Project) and overseeing implementation, including training.
- Retention, management and supervision of external lawyers on more complex or specialist matters interfacing with partners’ respective in-house legal functions to ensure visibility of management of legal issues.
- Preparation of corporate documents, including operational agreements, board minutes, and resolutions.
- Investigation and management of first and third party claims.
- Representation of company in various meetings and legal proceedings.
Stakeholder Management
- Build and maintain strong relationships with partners, managers and employees to ensure legal support that is responsive to business needs and expectations.
- Under the supervision of the Project Director (and with awareness of respective in-house legal functions) select and manage appointed law firm for the Project to deal with specific legal issues as required, including the management of external budget.
Legal Compliance Support
- Support the development, delivery and continued implementation of Ontario legal and compliance policies, procedures and targets for the Project to mitigate risk and ensure legal and ethical compliance consistent with partners’ values.
Dispute Management & Resolution
- Provide legal support in relation to all forms of dispute management and resolution.
- Conduct/assist with adjudications, DDB, CIDB and other forms of ADR as directed and, in consultation with the PD and the Ferrovial Construction and Vinci Construction legal functions.
- Engage and manage agreed panel law firms in relation to mediation, litigation or arbitration.
Qualifications
- Qualified solicitor/barrister in Ontario. Typically, at least 10 or more years PQE gained in-house or in private practice; consideration may be given to less experienced candidates displaying requisite skills and experience.
- Knowledge of construction/infrastructure industry and experience of working on contracts/projects. Understands the business drivers, partners, clients and other key stakeholders.
