About The Opportunity
A fantastic opportunity exists for an experienced and dynamic Program Manager to join Programmed working within the minor capital delivery team for our Melbourne Water contract.
As the Program Manager, you will be at the helm of multiple delivery teams, guiding and ensuring their success. Your key responsibilities will include developing, establishing, and maintaining the project management framework, ensuring compliance by Project Managers, and overseeing the quality control throughout project lifecycles. You will manage financial targets, maintain close liaison with colleagues and client counterparts, and ensure that projects meet budgets, timings, and specification expectations.
This permanent full-time position is based in Brooklyn, VIC and presents an opportunity to lever your engineering background and project delivery expertise while having a meaningful impact at work supporting delivery of essential services for the Melbourne Water network and local communities.

Key Responsibilities
- Monitor project delivery to ensure timely and budget-compliant completion.
- Oversee project programs and pipelines, generating status reports for leadership.
- Ensure projects meet quality, budget, and client policy requirements, conducting regular audits.
- Coach and develop project managers and teams, fostering a positive team culture.
- Ensure compliance with OHS regulations, safety policies, and guidelines.
- Conduct site audits and inspections to identify improvement areas.
- Coach employees on HSEQ concepts and promote a Zero Harm culture.
- Develop procurement plans to reduce risk and increase efficiency.
About You
You will be a seasoned Program Manager with extensive experience managing multiple, concurrent minor capital projects with a strong knowledge of water treatment/wastewater networks and asset, or experience in a similar industry.
Additionally, you will demonstrate and possess the following:
- Bachelor of Engineering (mechanical, electrical or civil)
- Extensive proficiency utilizing Project Management Systems and complex delivery models
- Proficient in financial management, including a solid grasp of procurement and finance principles
- Experienced in developing and implementing process to enhance organizational efficiency
- Proven track record in implementing and monitoring Health and Safety guidelines, ensuring continuous adherence to regulatory requirements
- Highly developed communication and robust stakeholder engagement ability
- Proactive approach to relationship management and business development
