Within DSSD, the Digital Delivery and Transformation Division (DDTD) provides a dedicated digital solutions and program and project delivery capability to manage and deliver priority initiatives that support Victoria Police's strategic objectives and enable its mission to keep members, employees, and the community safe.
The DDTD is seeking the appointment of a VPS6 Senior Project Manager who will report to the Head of DDTD and will lead all aspects of project delivery including schedule, budget, scope, quality, stakeholder, resource, procurement, governance, risk, and issue management for assigned projects.
A high priority initiative within Victoria Police is the replacement of the Traffic Incident System (TIS), an application used to record vehicle collisions within Victoria.
The Senior Project Manager will be responsible for the agile delivery of this multi-year program, with opportunities for involvement in various additional projects. This includes collaborating with the Product Manager to align project deliverables, managing vendor relationships and driving incremental development within a live platform. The role involves implementing agile governance and controls, facilitating sprints, and overseeing continuous integration and deployment processes.

Your Duties Will Include
- Providing leadership in the management of procurement, design, development, implementation, and transition of the assigned project in accordance with the programme/project management framework to ensure best practice.
- Drive the adoption of Agile methodologies across teams, ensuring a thorough understanding of Agile principles and practices.
- Working closely with product owners, developers, and other cross-functional teams to ensure continuous alignment and progress.
- Implementing agile strategies and tools for continuous monitoring, evaluation, and improvement of projects, incorporating regular feedback loops.
- Coordinating sprints and retrospective meetings which review the previous sprint and daily scrum stand-ups.
- Supporting project teams ensuring compliance with governance and quality requirements to successfully deliver all key projects, milestone, and outcomes.
- Continuously plan, monitor, and deliver project objectives using iterative cycles to keep projects within budget, scope, and timeframes.
- Managing effective working relationships with relevant service providers and leading and managing service delivery improvements and service level agreements.
- Providing high level written and verbal expert and authoritative advice to internal and external stakeholders including other government departments and their associated agencies on technical, commercial, policy and legislative matters relevant to the assigned project.
- Lead the assigned project transformation/organisational change management activities in support of the successful implementation of project outcomes.
- Prepare documentation, including but not limited to high level and detailed programme/project management plans, programme/project schedules and resource plans, status reports and implementation plans aimed at ensuring successful delivery outcomes.
- Providing project, technical and management support, and oversight to assigned project teams.
As The Successful Applicant, You Will Have
- Demonstrated project management experience relevant to the deliverables and qualifications of this role, having successfully managed similar technology projects using formal project management methodologies in an environment of strong project governance.
- Experience in applying structured project management methods, with a preference for PRINCE2 and Agile.
- Knowledge of ICT technologies and information system elements (hardware, software, network, and communications) and their application to business functions and processes.
- Significant senior project management experience using formal project management methodologies.
- Agile Project Management qualifications such as AgilePM.
- Evidence of strong stakeholder management.
- Experience managing significant and complex technology and digital transformation projects.
Requirements And Relevant Information
- One (1) x full-time, fixed-term position available until 01/01/2028.
- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
- The successful applicant will be required to undergo National Security Vetting, achieve, and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.
- The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
