What you will do as the Director, Property Services
Required
Operating with a high level of autonomy under the broad direction of the Chief Finance Officer, the position provides leadership and direction managing a national property portfolio for the delivery of high quality, safe and secure office accommodation for the ACCC and AER employees. The ideal candidate is committed to collaborative stakeholder engagement in all aspects of portfolio management, and will manage the relationship and shared tenancy MoU with the Australian Energy Regulator (AER) as part of separation activities, if required through a Machinery of Government (MoG) change. Our ideal applicant will:
- be experienced in managing a national property portfolio within government frameworks including property-related facility services, agency security, emergency management and procurement in line with Commonwealth government requirements.
- have high level interpersonal and strong communication skills including the ability to liaise, influence and negotiate with a broad cross section of internal and external stakeholders such as landlords, agents and senior executives.
- lead and develop capability in a small, geographically dispersed, dynamic team to provide good service and sound advice on property matters.
- bring expertise to strategic planning, management and oversight of the ACCC’s national property portfolio, capital and operational budget planning and management, negotiation and monitoring of property leases, planning and delivery of accommodation fit outs and upgrades, and liaison with key stakeholders.
- engage and manage the Property Services Provider (PSP) to ensure the agency’s interest in the Whole of Australian Government Property Services Coordinated Procurement outsourced arrangements for property and facility services.
- strategically plan and oversee national contracts, including property-related agency security, and procurement in line with Commonwealth government requirements to achieve favourable outcomes for the agency.
- lead the coordination function for emergency management and business continuity aligned to the business continuity framework.
About You
In order to succeed in the role, you will have:
Technical Capabilities
- extensive knowledge and demonstrated experience in leasing and property management within a government setting to achieve the strategic outcomes of the organisation.
- extensive knowledge and demonstrated experience in planning, leading and successful delivery of minor and major fit out refurbishment and construction projects.
- demonstrated budget management experience for capital and operational expenditure related to property and facilities.
- demonstrated understanding of the Australian Government’s Property Management Framework and Commonwealth Procurement Rules is essential.
- knowledge of the Australian Government’s Protective Security Policy Framework as applicable to property function.
- formal or tertiary qualification in Project Management, Government Procurement and Contracting is highly desirable.
A demonstrated ability to effectively
- plan, organise and prioritise property and security related projects to achieve results on time and within budget.
- engage and work collaboratively with a wide audience of stakeholders, including ability to successfully communicate, influence, negotiate, advise and display excellent corporate enabling service skills.
- plan and manage projects, contracts and undertake complex procurements over the long term to deliver successful outcomes for the agency.
- provide strong leadership to develop and build capability of a small team to deliver successful results.
- exercise sound judgement, discretion, and integrity including the ability to maintain confidentiality and privacy.
- hold, or ability to obtain, a baseline security clearance whilst in this role.
